ARTICLE I Name
The name of the NON-PROFIT ORGANIZATION shall be the HIGH RISERS TENANT ASSOCIATION a.k.a. HRTA.
ARTICLE II Identity
The formation of the HIGH RISERS TENANT ASSOCIATION is a recommendation within the RULES & REGULATIONS of HOUSING and URBAN DEVELOPMENT (HUD – A U.S. GOVERNMENT AGENCY) and its counter parts within: FAIR HOUSING ACT, AMERICAN DISABILITES ACT (ADA), and HOUSING for OLDER PEOPLE ACT (HOPA).
ARTICLE III Purpose
Representing the TENANTS of the CHATEAU du LAC SENIOR COMPLEX at 333 Mill Street, Lake Charles, Louisiana - 70601, the HIGH RISERS TENANT ASSOCIATION was founded to address improving the QUALITY OF LIFE by 1) getting ALL TENANTS involved into improving living conditions at the Chateau du Lac Senior Complex; 2) developing a working relationship with Management and the Lake Charles Housing Authority; 3) to help fellow tenants in addressing varying ISSUES; 4) to develop lifestyles with various activities to enjoy the total spaces; and, 5) to address ISSUES OF COMPLIANCE WITH FEDERAL GUIDELINES as defined by HUD and THE UNITED STATES CONGRESS.
ARTICLE IV Officers (as defined by ROBERT RULES OF ORDER: SECTIONS 58-62)

ARTICLE V Committees
EXECUTIVE COMMITTEE – shall include the ORGANIZERS, Officers and the drafters of the by-laws. Their duties will be to make governing decisions ON BEHALF of the Association.
STANDING COMMITTEES – shall include annual appointments by the Chair in handling the necessary functions of the Association. (Finance,
AD HOC COMMITTEES – shall be designated appointments to perform special task (s).
ARTICLE VI Members
All primary residents (leaseholders) shall be deemed as a “MEMBER” of the HIGH RISERS TENANT ASSOCIATION.
EXCLUSIONS: EMPLOYEES who resides on/off the premises. “CARE GIVERS” or NON-RESIDENTS may attend meetings; but, not actively participate without CONSENT or INVITATION to appear on the AGENDA.
ARTICLE VII Meetings
MEETINGS shall be held 2nd TUESDAY, 3:00 P.M. MONTHLY. An AGENDA can be presented; but, residents can more actively participate if/ when meetings are held as INFORMAL DISCUSSIONS. The HIGH RISERS’ GAZETTE is a follow-up monthly newsletter that summarizes the information & resources discussed in meetings.
ARTICLE VIII Elections
ANNUAL ELECTIONS. The CHAIR shall establish an Ad Hoc NOMINATING COMMITTEE to collect and to ‘qualify’ all nominees for elected positions. They shall submit their findings to the EXECUTIVE COMMITTEE at least 45 days prior to an election. The EXECUTIVE COMMITTEE will post a BALLOT for review at least 15 days before the ELECTION is held in the month of May (annually). Terms will begin July 1 and serve across the transition into the next FISCAL YEAR.
SPECIAL ELECTIONS shall ONLY be held to fill the rank of an OFFICER who cannot actively perform his/her duties.
ARTICLE VIX Fiscal/Financial
The FISCAL YEAR will end JUNE 1, ANNUALLY.
In lieu of ASSOCATION DUES, the organizers established the HIGH RISERS CAFÉ as a non-profit FUNDRAISING venue to generate operational funds; to support continued activities; to subsidize improvement projects; and, to provide events and entertainment. As a NON-PROFIT ORGANIZATION, the Association shall make all financial reports available for the purpose of accountability.
